Silicon Valley Council of Nonprofits (SVCN) candidate fora provide an opportunity for the nonprofit community to learn about the ideas, visions, and priorities of local candidates. SVCN is partnering with SV@Home Action Fund to co-host this forum to ensure that the critical issue of affordable housing is adequately covered. Together, we will center our discussion on policies and programs that directly impact nonprofits as partners, government contractors, community-based service providers, and advocates. 

We'll be focusing on key policy areas such as: 
  • health equity
  • affordable housing
  • children and youth services
  • civic engagement, and 
  • violence prevention and intervention.
The general public is welcome to attend our nonprofit candidate forum. Submit suggested questions for the candidates below; please be advised that SVCN and SV@Home Action Fund will prioritize questions from nonprofit leaders.  

All registered candidates for District 5 have been invited to the SVCN Candidate Forum. The following candidates have confirmed their attendance: 

Vy Dang Proflie Pic

Vy DangSmall Business Owner

Vy Dang is a Vietnamese refugee who fled to America after 1975 and grew up right here in East Side's District 5. She learned English on the fly, worked tirelessly to support her family, and built a life from scratch—immersing herself in her community to understand its needs firsthand.


For over 20 years at VietToday Television, she anchored local news, demystified city policies for limited-English families, and empowered voters with bilingual guides on elections, ballots, and civic engagement. Through in-depth reporting and community forums, she amplified diverse voices, fostering informed discussions on public safety, housing, and economic growth.


As emcee for Tet festivals, charity galas, neighborhood meetings, and cross-cultural events, she connected thousands of Vietnamese-American, Latino, and working-class residents—building coalitions to address shared issues like youth programs, senior support, and small business vitality. Her media and hosting experience has honed her skills in listening, uniting, and advocating for underrepresented groups.


If elected, she’ll deliver results: strengthening police and first responders to reduce crime; cutting bureaucracy and enhancing protections for small businesses; providing rental aid, multilingual services, and affordable utilities for immigrants and families; and investing in job training, parks, senior centers, after-school initiatives, and opportunities to uplift our youth.

In the State of California Legislature, Assembly Member Campos worked to advance incentives to keep thousands of jobs in California.

Assembly Member Campos served San José for nearly a decade as a Councilmember from 2001-10.  Nora transformed the Story and King Road shopping area from a neglected and underperforming retail area in San José into a bustling destination shopping district that increased this economically struggling community’s tax base by 105 percent.


During Nora’s term on the San José City Council, she addressed the need to house San José’s workforce and growing community by adding more than 10,000 new housing units throughout San Jose with more than 2,500 of those units being in her Council District. 


Nora championed the economic interests of Silicon Valley, equal pay for women and resources for small businesses. Now Nora is working to connect communities to business, resources and venues in neighborhoods.


Peter Ortize Headshot

Peter OrtizCouncilmember, City of San José District 5

Peter Ortiz is a proud East San José native and lifelong advocate for improved public safety, neighborhood revitalization, and economic opportunity. Raised by a single mother in a working-class family, Peter overcame early struggles with poverty, housing insecurity, and youth violence to become a leader grounded in compassion and resilience.


Before joining the San José City Council, he served on the Santa Clara County Board of Education and the Mt. Pleasant School Board, where he championed youth empowerment and worked to dismantle barriers that faced all students. Professionally, he has worked in policy and nonprofit roles, supporting small businesses, education, and workforce development.


Elected in 2022 to represent District 5, Peter brings authentic lived experience to City Hall as someone who was caught up in gang violence and experienced homelessness at a young age. His work focuses on making East San José safer and cleaner for local families, advocating for equitable economic investment on the East Side, and supporting local small business owners, all while being guided by the belief that no neighborhood or resident should be left behind.


Through perseverance and purpose, Peter Ortiz embodies the power of redemption, community, and public service, a reminder that authentic leadership begins with understanding the struggles of those you serve.


Peter Ortiz is running for re-election in City Council to continue improving the lives of everyday San José residents.


Tori Gaines Headshot

Tori GainesReporter, KTVU

Tori Gaines is a reporter for KTVU Fox 2 News, and she has been a storyteller her whole life. Her appreciation for debate grew when she served as captain of her high school speech and debate team and led them to nationals. She was issued her first press pass as a high school student in 2008, when she covered her hometown’s visit from then-presidential candidates Barack Obama and Hillary Clinton. Tori’s love of storytelling grew as she studied acting and religious studies at Claremont McKenna College. She is trained in classical theater, with a focus on Shakespeare. She previously taught theater performance in juvenile detention facilities, in elementary schools, and on college campuses. Tori started in news at a San Francisco television station, where she covered everything from self-driving technology to breaking news. She built deep connections with the Bay Area community as she reported on local stories. Her reporting has been cited by The Associated Press, and her byline has appeared in several national publications, including The Hill, the Miami Herald, and The Sacramento Bee. When she isn’t at work, Tori loves spending time with her wife and two mini-schnauzers, Chamomile and Jasmine.
